State announces grants for vessel wastewater infrastructure to stop sewage discharge into waterways

Long Island marinas and municipalities can receive up to $80,000 in funding for wastewater pump-out infrastructure through expanded grants available from New York’s Clean Vessel Assistance Program, state Sen. Monica R. Martinez and Gov. Kathy Hochul announced.

The increased funding aims to improve water quality across Long Island and throughout the state by preventing untreated sewage from entering recreational waters.  Improperly discharged wastewater from vessels adds nitrogen to local bays and harbors.  When combined with runoff from outdated septic infrastructure, which is commonplace on Long Island, this excess nitrogen fuels harmful algal blooms and degrades coastal ecosystems.

“Boaters have an innate love for the water, and when proper discharge options are available, few would choose to spoil the very places where they recreate,” Martinez said. “Expanding investments in this program will make it easier for vessel operators to comply with the environmental safeguards that protect our water from harmful pollution. I thank Governor Hochul for her continued commitment to Long Island and our state’s waterways.”

While most state coastal waters and connecting waterways are designated No Discharge Zones where vessel sewage disposal is illegal, compliance relies heavily on access to proper infrastructure.  Small pump-out stations and mobile pump-out boats provide a convenient way for vessel operators to properly dispose of onboard waste, reducing the physical barriers to compliance.

Grants are now available in amounts up to $80,000 for pump-out boats and $40,000 for stationary facilities and equipment upgrades.  Funding also covers ongoing facility operations, maintenance and public education.  Marina owners, municipalities, and eligible nonprofit organizations can apply on a rolling basis through the New York State Environmental Facilities Corporation efc.ny.gov/clean-vessel
